Together, we have formed an effective structure with a track record of real victories — from preserving the simplified tax system to introducing important laws and decisions in cooperation with the state.
We are not a political organization — we are business representatives who face challenges firsthand and strive to change the rules of the game from within.
Mission
We exist to build an economy where every entrepreneur has the right to development, transparent conditions, and fair competition. Our main goal is to preserve and strengthen the simplified tax system, which is the foundation for self-employed individuals and small businesses. This system allows people without accounting or legal backgrounds to run a legal business without excessive administrative red tape. Its dismantling would directly threaten the survival of tens of thousands of businesses nationwide or force them into the shadow economy.

What we do

Advocacy

We promote legislative changes in favor of small businesses: preservation of the simplified tax system, reduction of administrative pressure, and liberalization of labor and market legislation. We have experience cooperating with the Cabinet of Ministers, the Verkhovna Rada, the Office of the President, and specialized committees. We guide reforms from an idea to the adoption of a law.

Expertise

We form well-grounded proposals based on consultations with entrepreneurs. Our expert positions reflect the real needs of small business and are focused on practical results.

Analytics

We regularly study the requests of entrepreneurs across regions, analyze global practices (USA, EU, India, Scandinavia), and create public analytical documents — roadmaps and comparative reviews of legislation.

Why we united

We see a deep crisis threatening small business:
  • Every second entrepreneur is at risk of shutting down
  • For every newly registered sole proprietor, two close down.
Our key goal is to protect the simplified tax system, which provides:
  • simplified administration and reporting

“Why it is important to preserve the simplified tax system”
  • 1.8 million sole proprietors work under the simplified tax system — that is 80% of all active entrepreneurs
  • The simplified tax system is the only tool for legalizing business for millions of self-employed individuals
  • Eliminating or complicating the simplified tax system is a direct path to the shadow economy, unemployment, and reduced budget revenues

Key reforms

Taxes:

Updating the Tax Code, reducing payroll taxes to 20–25%, VAT reform, simplifying reporting, abolishing fiscalization for everyone except risk groups.

Labor relations:

Shifting regulation to the contract level, simplifying procedures, distinguishing between employment and civil law contracts.

De-shadowing of trade:

Liberalization of market surveillance, simplification of customs clearance for small batches, and support for e-commerce.

International experience:

how others act

The 2017 tax reform reduced the corporate tax to 21% and introduced a 20% discount for small businesses. This led to a 7% increase in the number of enterprises.

The introduction of Small Business Rate Relief gave thousands of companies tax relief. An increase in business activity of 5% was observed.

Sweden abolished the mandatory audit for SMEs, and Norway simplified licensing and reporting.

The online platform Udyam, credit guarantees, and simple registration procedures resulted in a 60% increase in registered companies.

The "Think Small First" principle is the foundation of EU policy. Through the COSME, Horizon programs, and regulatory filters (REFIT), small enterprises have an advantage in innovation, public procurement, and digitalization.
